AAA disgusting and pathetic!

My story is of two systems in America that are failing. I am hoping that you can help me with one of them. I bought a 2007 Toyota FJ Cruiser at the end of May 2007. This was my first new car I made some upgrades to it and I loved it. On October 28th my girlfriend borrowed my car to visit her parents. At 1:30 in the afternoon a drunk driver on a rampage hit her while going 100 plus miles per hour. This sent her rolling 3 to 4 times.
Luckily she survived and even luckier she is in pretty good condition. This man hit a total of 20 vehicles and was drunk and high on cocaine. He is a multiple felon and a career criminal and was even on probation. The real shocking part of this is this will be his 5th DUI. How is a man like this still on the streets being allowed to injure innocent people? Our criminal justice system is failing.
I am insured with AAA. They are one of the most expensive companies and supposedly the best. But for some reason they are trying to pay me an unfair amount of money when I am the victim. I pay for car insurance under the belief that when I am in an accident they will either repair or replace my vehicle. My car was totaled. With the amount of money that they are offering I will not only be unable to replace my car but I will also be in debt from my existing car loan. I have spoken to the adjuster and to her manager and they are unwilling to negotiate. Even after I faxed them receipts for over two thousand dollars for upgrade I made to the car they raised the offer by $100.
Here is the break down on the money. I owe on my vehicle $29,708.24. I did $2295 worth of up grades to this car. AAA using their company called CCC says my car is worth about $26, 000 but with taxes and deductible is worth $28,217.78. The CCC is known for giving lower than actual retail market value and has been sued for this. The Kelly Blue Book Value of my car is $32,010. My car was 5 months old and only around 6000 miles on it. Even on Autotrader, craigslist and yahoo, for something comparable the prices are higher than what they are offering.
When I asked the manager “ if this had happened to you, is this how you would like to be treated?” and he replied, “ yes I feel that I am treating you fairly”
He even said I should get a lawyer. These people are unreasonable and unprofessional.
All I want is my car replaced. I am the victim so why am I being punished for someone else’s stupidity?
